About Empower Community Care
Empower Community Care is a family of mission-driven organizations delivering evidence-based behavioral health, child welfare, and community care programs and services. Our portfolio includes BSFT, Carey Group, Evidence-Based Associates (EBA), FFT LLC, MST Services, Orbis, and The Incredible Years — each advancing outcomes for children, families, and the communities we serve.

Position Summary

The Data & Systems Reporting Analyst builds and maintains data systems, runs recurring and ad hoc reports, and verifies data for accuracy, completeness, and usability across EBA projects. The role focuses on creating reliable, user-friendly data tools and high-quality information that support implementation, decision-making, continuous quality improvement, and external reporting- to strengthen services to children and families, providers, and public partners.  Project examples may include statewide implementation initiatives, evidence-based practice reporting, provider performance monitoring, recruitment tracking, and funder reporting.

Key Responsibilities

Data Systems Development & Integration

  • Build, configure, and maintain databases, systems, workflows, automations, and surveys (including survey logic, embedded data, and dashboard configurations) that support EBA project operations, reduce duplication, and ensure consistent data entry.
  • Translate program, funder, and implementation requirements into practical data structures, validation rules, and user-friendly reporting tools.
  • Support data integration and reconciliation across numerous platforms.
  • Clean, normalize, and prepare client, provider, fidelity, outcome, capacity, implementation, and fiscal data for analysis, reporting, and quality review.

Reporting & Analytics

  • Run recurring (monthly, quarterly, annual) and ad hoc reports and dashboards: including data pulls, validation, analysis, and formatting — spanning scorecards, executive summaries, activity/capacity/fidelity/outcome reports, and implementation-monitoring tools.
  • Prepare project-specific reporting packages and funder/stakeholder deliverables, such as Monthly Activity Reports, statewide data submissions, and performance scorecards.
  • Maintain registries or tracking tools for participants, providers, therapists, competencies, training milestones, and fidelity indicators.
  • Review report outputs for accuracy, clarity, and usefulness before sharing with project teams, leadership, funders, providers, or external partners.

Data Quality & Performance Monitoring

  • Verify and monitor data accuracy, completeness, consistency, and integrity — across client, provider, fidelity, performance, implementation, and fiscal data — through routine audits and validation reviews.
  • Investigate discrepancies, missing or duplicate records, workflow gaps, and system defects across source systems; maintain data quality controls, audit trails, and remediation processes.
  • Conduct testing (user acceptance, dashboard, survey, and workflow) and recommend improvements to data collection, reporting, and monitoring based on QA findings and stakeholder feedback.

Documentation & Training Support

  • Create and maintain data dictionaries, reporting specifications, SOPs, workflow documentation, user guides, and training materials.
  • Collaborate with project teams, trainers, providers, and external partners to ensure data systems are practical, accurate, and aligned with implementation, reporting, fidelity monitoring, and continuous improvement needs.
  • Prepare and present reports, dashboards, findings, and insights that are accurate, accessible, and useful for leadership, project teams, funders, state partners, providers, and trainers.

Required Qualifications

  • Bachelor's degree in data analytics, statistics, computer science, information systems, or a related field; equivalent experience may be considered.
  • 2–4 years of experience building, maintaining, or improving data systems, reports, and dashboards — including data cleaning, validation, integration, analysis, and quality assurance — for internal and external stakeholders.
  • Working knowledge and experience in common data, reporting, or database tools; direct experience with specific platforms may be gained on the job
  • Ability to manage recurring reporting cycles, project-based timelines, and competing priorities.
  • Excellent written and verbal communication skills, including the ability to present findings clearly to technical and non-technical audiences.
  • Ability to work remotely and independently, with availability during core business hours in Eastern Time (ET); ability to pass a required background check and comply with the confidentiality and data-privacy requirements described under Additional Requirements below.

Preferred Skills & Experience

  • Data systems: QuickBase or other low-code/no-code platforms, relational tables, formulas, forms, reports, dashboards, and workflow automation.
  • Survey and data collection: Qualtrics survey design, display/skip logic, embedded data, workflows, dashboards, APIs, automations, and data exports.
  • CRM and engagement tracking: HubSpot, Salesforce, or similar systems used for contact, provider, county, or stakeholder tracking.
  • Reporting and visualization: Power BI, Excel, scorecards, dashboards, and stakeholder-ready summaries.
  • Field experience: Familiarity with behavioral health, child and family services, juvenile justice, child welfare, evidence-based practices, public-sector reporting, or nonprofit program evaluation.

Additional Requirements

  • Background Check: Employment is contingent upon successful completion of a background check, consistent with applicable law and the sensitivity of the data handled in this role.
  • Confidentiality & Data Privacy: This role involves regular access to client, provider, fidelity, and fiscal data across behavioral health, child welfare, and juvenile justice programs. The employee must maintain strict confidentiality and comply with all applicable data-privacy requirements, including HIPAA and 42 CFR Part 2 where applicable, as well as Empower's internal data governance policies.
  • Work Environment: This is a remote, computer-based position requiring prolonged periods of sitting and extended use of a computer, keyboard, and video conferencing tools. Reasonable accommodations will be made for qualified individuals with disabilities in accordance with the ADA.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
