About Empower Community Care

Empower Community Care is a family of mission-driven organizations delivering evidence-based behavioral health, child welfare, and community care programs and services. Our portfolio includes BSFT, Carey Group, Evidence-Based Associates (EBA), FFT LLC, MST Services, Orbis, and The Incredible Years — each advancing outcomes for children, families, and the communities we serve.

Position Summary

Empower is hiring a dedicated, operations-focused Project Manager to drive infrastructure development, planning discipline, and cross-functional coordination across a portfolio of priorities within the EBP (evidence-based practice) division. This role blends classic project management fundamentals — planning, scheduling, risk management, budget and resource tracking, and performance reporting — with hands-on operational work: consolidating fragmented workflows into unified processes, project managing organizational transitions, designing and documenting scalable practices and processes, and project managing the development of new products and resources within Empower’s clinical models.
A key part of this role is partnering directly with leadership, including the C-suite and other executives, to translate strategic priorities into concrete operational plans and to drive those plans through execution. Fluency with automation and AI tools is a foundational requirement for this role, expected to be applied across process design, reporting, and day-to-day operational work.
Success depends on close, ongoing collaboration with all other functional areas — including Clinical, Finance, Technology, HR, and Sales & Marketing — to ensure operational changes are clinically sound, financially sustainable, well-positioned both internally and externally, and competently executed. Beyond these core priorities, this person will also serve as a utility resource for general process improvement and automation.

Key Responsibilities

  • Strategic Planning & Executive Partnership: Collaborate with organizational leaders to translate strategic priorities into structured, actionable operational plans. Provide regular progress updates, risk assessments, and recommendations to leadership to support decision-making, and help leadership teams think through sequencing and trade-offs as plans evolve.
  • Project Planning & Execution: Develop and manage project plans, timelines, milestones, and dependencies for cross-functional initiatives, partnering closely with Clinical, Finance, Marketing, and other functional teams to keep plans aligned and moving. Proactively identify risks and roadblocks, build mitigation plans, and keep initiatives moving through to completion. This includes managing organizational transitions such as leadership successions or role realignments, coordinating the handoff of responsibilities and redistribution of work across teams so nothing falls through the cracks.
  • Operational Integration: Lead the consolidation of fragmented workflows — such as contract management, customer billing, deliverable tracking, and internal workforce resource planning — into single, coordinated structures. Convert existing practices into clear, repeatable, documented processes and define clear ownership and scalable operational structure in areas where responsibilities overlap and accountability is unclear.
  • Product & Resource Development (Clinical Models): Project manage the development of new products and resources within Empower’s clinical models — such as new curricula, training materials, or program resources — coordinating across Clinical, Technology, and other stakeholders from concept through launch.
  • Performance Measurement & Reporting: Define success metrics and KPIs for key initiatives, and build and maintain status reports and dashboards that keep stakeholders and leadership aligned on progress, risks, and outcomes.
  • Resource & Budget Coordination: Support budget tracking, resource allocation, and vendor or contract coordination across initiatives, partnering with Finance to ensure operational plans remain financially sustainable.
  • Continuous Improvement: Serve as a utility resource for general process improvement and automation across the division, supporting Empower’s broader move toward integrated, One Empower operations.

Required Qualifications

  • Experience: Approximately 3–4 years in a behavioral health / human services operations role, or comparable experience in project or program management, including experience building project plans, tracking budgets, and managing risk.
  • Automation & AI Fluency (Foundational): Working proficiency with automation and AI-enabled tools, and demonstrated ability to apply them to streamline processes, reporting, and daily operational work. This is a foundational requirement of the role, not an optional skill.
  • Skills: Strong organizational, planning, and process-documentation skills; comfort working across ambiguous, cross-functional initiatives; budget and financial-model literacy; clear written and verbal communication with both internal teams and external partners, including experience presenting to senior leadership and executives.
  • Work Style: Able to work independently in a remote environment while managing multiple concurrent priorities and shifting between hands-on execution, higher-level process design, and executive-facing strategic planning.

Preferred Skills & Experience

  • Certifications & Methodology: PMP certification, or equivalent project management training/methodology experience (e.g., Agile, Waterfall, or hybrid approaches).
  • Domain Familiarity: Familiarity with evidence-based practice models (e.g., FFT, MST, BSFT) is a plus, but not required.

Additional Requirements

  • Background Check: Employment is contingent upon successful completion of a background check, consistent with applicable law and Empower’s standard hiring practices.
  • Confidentiality: This role may involve exposure to confidential organizational, financial, and clinical program information. The employee must maintain strict confidentiality and comply with Empower’s internal data governance and confidentiality policies.
  • Work Environment: This is a remote, computer-based position requiring prolonged periods of sitting and extended use of a computer, keyboard, and video-conferencing tools, along with travel of up to approximately 25% of the time for in-person meetings, leadership offsites, or site visits. Reasonable accommodations will be made for qualified individuals with disabilities in accordance with the ADA.
  • Other Duties: This job description reflects the general nature and level of work performed and is not intended to be a comprehensive list of all responsibilities, duties, and skills required. Duties, responsibilities, and activities may change at any time with or without notice.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
